Yeah but there are quite a lot of skills that don't require attributes to be effective.

On a warrior. Thinking outside the box in PvP, Flail, even at zero strength, can be real nice on a R/W who has no adrenaline costs (basically a free IAS).

Not really.
It's a self-snare and only good on hammers.
Besides, if you wanted IAS, take RaO and go thumper. IAS and Speedboost unstrippable all in 1.

I meant a R/W with a bow. Self snare is bad on any melee character, but when you don't have to move to keep up with your targets and can just stand there, its fine. If a melee unit starts attacking you and you need to kite for a while, switch on nature stride.
